The Governor's telegram makes it clear that action can be taken against these evacuees under the Defence (Entry Restrictions) Regulations the validity of which has already been upheld by the Chief Justice so that from the legal point of view the position is clear and satisfactory.

He sets out however certain further objections to taking action against Mrs. Black and the eight other women concerned. Mr. Gent and I have discussed these with Sir Grattan Bushe and subsequently prepared the attached draft telegram which sets out our views.
